While the addition of PPAs are supported by Ubuntu, PPAs themselves are
not supported by Ubuntu. It seems as though the PPA you are trying to
add got removed. Please contact the owner of the PPA at
https://launchpad.net/~rock-core

  sudo add-apt-repository ppa:rock-core/qt4
  Cannot add PPA: 'ppa:~rock-core/ubuntu/qt4'.
  The team named '~rock-core' has no PPA named 'ubuntu/qt4'
  Please choose from the following available PPAs:
   * 'qt4':  Qt4 for Ubuntu 20.04

  This used to work until sometime on Monday.
