[Bug 2038666] [NEW] libpython3.11-testsuite cannot be installed on Kubuntu 23.10

Public bug reported:

A recent update to python3.11 (to version 3.11.6) stopped the update
process from completing with errors telling me that python3-full and
python3.11-full could not be installed.

After a full reinstall of Kubuntu 23.10 without installing any
unnecessary Python packages I am met with the same problem, that is
libpython3.11-testsuite cannot be installed. The following is an extract
of the console output when trying to install the package directly rather
than as a dependency of the python3.11-full:

I don't need this package installed but it was the source of an error
that prevented me from successfully updating a working installation.
