Title:
  cannot upgrade from 22.10 to 23.04 from sudo do-release-upgrade

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  Cannot upgrade my intel NUC 10th to ubuntu 23.04 from 22.10. 
  I updated all the repos to old-releases to let them update the existing installation prior to upgrade, but it says that there was an error upgrading ad roll back the repos.
