Had the same issue.

This differs slightly from bug !2043150, where "gnome-shell-extension-
ubuntu-tiling-assistant" is the culprit.

However, the same workaround did it for me. I typed:

$ sudo apt install --fix-broken gnome-shell-extension-ubuntu-dock

in the terminal, which seems mark the troubling package as manually
installed -- allowing the upgrader to overcome the hiccup.

Bug description:
  Trying to upgrade from 23.04 to 23.10. But it is rolling back after a
  few seconds because of an unsolvable dependency with gnome-shell and
  other packages.
