  Can't upgrade to 23.10 from 23.04

Status in ubuntu-release-upgrader package in Ubuntu:
  Confirmed

Bug description:
  Reviewed the apt log. It is complaining about "mutter". With synaptic,
  I reinstalled the four "mutter" packages that were already installed.
  Restarted. Upgrade still fails complaining about "mutter" in the log.

  I reinstalled these:
  gir1.2-mutter-12
  libmutter-12-0
  mutter-common
  mutter-common-bin
