[Bug 2043679] [NEW] dput is flaking with 550 internal server error

Public bug reported:

It has been difficult to upload packages to Launchpad in the last few
days.

Several times a "uploading *" will hang right at the start of the
transfer, still with no byte transferred, and then bail out with error
550:
