[Bug 2043329] [NEW] bug when the system is displayed from right to left

Public bug reported:

When the system is on the Hebrew language and in general in a language
that the system is displayed from right to left like Arabic when I move
the mouse or move files to the left where the software bar should be
when the system is set to languages from left to right like English or
German the system behaves as if the software bar is still there i.e. the
collision box that is The bar remains on the left side, which means that
I can put programs and files under the program bar that the system is in
the Hebrew language and if I move to the left side where the program bar
should be, the files return to the original position they were in before
I moved them and after and then they move in a buggy way
