Title:
Since 23.10 update, caps lock doesn't work on accented letters anymore

Status in ubuntu-release-upgrader package in Ubuntu:
  Confirmed

Bug description:
On the previous Ubuntu version, when caps lock was on, I could use it
on my numbers bar with accentuated letters and it would put the good
letter, with the accent, in caps. Now, with caps lock on, it still
puts the accentuated letter, but not in caps.
