[Bug 2042649] [NEW] Cannot perform 23.04 to 23.10 dist-upgrade

Public bug reported:

I keep getting notification that there is new distribution available and
that my current one will loose support in x amount of days. When I try
to run dist-upgrade I get:

when I run autoremove, packages go back to update, but I still cannot
perform upgrade
