Bug is still present in 22.04, 22.10, 23.04 and in my merge candidate for 23.10

Bug description:
  Binary package hint: unzip

  Using file-roller (or just unzip) to extract the attached archive, I
  get this error:

  skipping: readme.txt              unsupported compression method 98

  The archive was made on Windows with Winzip.

  According to http://www.pkware.com/documents/casestudies/APPNOTE.TXT :
  98 - PPMd version I, Rev 1

  There is a discussion about this type of compression at
  http://lists.samba.org/archive/linux/2009-May/023367.html

  unzip is 5.52-12ubuntu1 from Jaunty.
