Public bug reported:

I ran the sudo apt upgrade command a few days ago, and as a result, my
wifi is only functioning at a speed of about 2 mbps. However, when I
tested it on my other devices, it is functioning normally there. I'm not
sure what the problem is, so if you could assist me with it, that would
be greatly appreciated.
