[Bug 2018306] [NEW] installer crashes at grub install, on every distro, whether ubiquity, calamares or the custom installer

i can fix it by manually installing grub, but i can't upgrade, for
example updating from 22.10 to 23.04 fails cause it can't configure
grub.
