I got the same error message during the Testcase [1] on the same device
BEFORE the installation started. There also were weird graphical
artifacts displayed for a few seconds after this error message.

[1] Install (Safe Graphics mode) in Ubuntu Desktop (Legacy) amd64 in Focal 20.04.6

Bug description:
  I got the error message:
  intel ips 0000:00:1f.6: failed to disable graphics turbo

  after completing the installation dialogs in the safe graphics mode.

  Tested on Lenovo ThinkPad X201 (64Bit Intel Core i7-M 620 @2.67GHzx4; 4GB RAM; Intel HD Graphics; 1xSSD-160GB) installation in german with the following image:
