[Bug 2025394] [NEW] Ubuntu Budgie Legacy ISO not installing its meta package

Ubuntu Budgie's mantic legacy ISO is not installing its default meta
package ubuntu-budgie-desktop.

The new ISO with the snap installer is correctly installing its meta
package.

This is a regression from lunar - its probably something with the recent
ubuntu budgie livecd-rootfs changes?
