Moving to ubuntu-desktop-installer.  At that point, Subiquity is not
processing the reboot or shutdown request.

Bug description:
  [This issue also occurs in Ubuntu MATE, see:
  Ubuntu MATE: Disable the forced reboot that is taking place if you manually shut down Ubuntu after installation - https://bugs.launchpad.net/ubuntu/+bug/2028878]

  Steps to reproduce the issue:
  * Install Ubuntu 23.04
  * Do NOT click on the "Restart now" button that automatically pops up at the absolute end of the installation, or you have to restart the installation all over. Instead, click on the "Continue testing" button. See ubuntu-1.png
  * Shut down the system manually by clicking the "Power Off..." button. See ubuntu-2.png
  * The system will not shut down, it will be rebooted. This is especially not desired if you are creating disk images that can be used for development to evaluate the default behavior after the installation. See ubuntu-3.png to ubuntu-5-rebooted.png
