[Bug 2028062] [NEW] Wrong package grouping

Public bug reported:

With update-manager 1:18.04.11.13, in a machine with an attached Ubuntu
Pro subscription, add a PPA:

  apt-add-repository ppa:nteodosio/ubuntu-pro

Then open update-manager and look under the Software Updater row, which
is an expandable group. It will contain multiple unrelated packages,
e.g. bind9-host, libx11-xcb1 and many more, while it should only contain
three of them, namely python3-update-manager, update-manager and update-
manager-core.

** Affects: update-manager (Ubuntu)
     Importance: Undecided
