Ubuntu better. The relevant dpkg terminal log says:

update-initramfs: Generating /boot/initrd.img-4.4.0-47-generic
E: /usr/share/initramfs-tools/hooks/casper failed with return 1.

This hook comes from the casper package. So re-assigning this bug to
casper.
