Since then, the implementation of phasing moved to the upgrade code path
using keep backs, and phasing is no longer effective during install.

Bug description:
  https://discourse.ubuntu.com/t/phased-updates-in-apt-in-21-04/20345
  discussed about the possible effects on livecd-rootfs since APT phased
  updates feature is available.

  However, I haven't seen any changes regarding to this issue yet, while
  for OEM images, we may have package installations in the hooks that
  phased-updates might affect the installation if the package turned out
  to be phased. Do we need to worry about this?
