[Bug 2026807] [NEW] Service directories in /run/systemd/propagate are never deleted

The problem is described in detail in

Summary: Systemd creates but never deletes directories in
/run/systemd/propagate. After some days all the inodes are used and no
new files or namespaces can be created.

This is said to be resolved:

- https://github.com/systemd/systemd/commit/b9f976fb45635e09cd709dbedd0afb03d4b73c05
- https://github.com/systemd/systemd/pull/25921

This neeeds to be backported to the LTS versions of systemd in Ubuntu.
