[Bug 2025068] [NEW] Current rpi images are broken

The current Ubuntu raspi development images for mantic have several
issues since the switch to building them via ubuntu-image was made.
These include:

* The server image boots with an invalid DNS configuration (which
affects numerous things as a result, including sudo operation)

* The desktop image boots to a blank blue desktop and fails to run oem-
config (the first time setup process)

I suspect there are deficiencies in the pi-gadget for the desktop
branch; less sure what's going on with the server image currently.
