Thank you for taking the time to report this bug and helping to make
Ubuntu better. This has been fixed in 2012h: "Bahia no longer has DST.
(Thanks to Kelley Cook.)"

Bug description:
  Well i am actually in Brazil exactly in Salvador ;)
  So i setup the time on my Desktop obove right on Salvador (Bahia, Brazil). So my computer made automaticly change from winter to summer time on the 20th of october, but the locals told me that Salvador not made any changes in time.
  I am using Ubuntu 12.04 64bit
