I'm commenting here, because the other "duplicate" bug seems less
relevant. It may be a related issue in the same package, but googling
for my error message found this page.

I was upgrading Ubuntu 20.04 (in WSL2) to 22.04 and also got this error:

    Can't rename /lib: Permission denied at /usr/lib/usrmerge/convert-
usrmerge line 255.

I can confirm that manually trying "sudo mv /lib /lib2" at this point
also gave me a "permission denied" error.

And for me, too, the problem was resolved after I did a "wsl --shutdown"
and then started WSL again and ran "sudo apt upgrade". Perhaps the issue
was caused by Windows holding some sort of lock on the directory until
WSL was shut down?
