[Bug 2002201] [NEW] out of tree lto patch should be dropped

Since dpkg 1.21.0, lto feature is merged. So the out of tree lto patch
in Ubuntu should be dropped.

This causes duplicated lto flags in dpkg-buildflags, and leads to
