[Bug 2001622] [NEW] Clang++14.0.0 has bug wrt conversion from std::vector to std::span

Public bug reported:

This was the reason to create a quick Clang 14.0.1 release fixing this
bug specifically. It would be great if the default compiler for Clang14
on Ubuntu 22.04 (LTS) could be moved to 14.0.1 (or later) so that code
bases that work fine on Clang 12, 13 and 15 work on the default Ubuntu
14 without major regression too.

This is on Ubuntu 22.04 Jammy specifically.
