I was going to close some duplicates, but looking at the logs of other
reports it looks like this fails for many, many reasons.

  Apt says everything is up to date except a few updates on hold. 
  apt-mark shows nothing is on hold.

  System is freshly installed on 22.04 LTS, then upgraded everything and
  enabled non-LTS updates.
