Downloaded the latest Xubuntu daily image, logged into the live session
and confirmed via `uname -a` that the image is running the 5.19 HWE
kernel. I then downloaded the latest server-live image, booted it up,
confirmed that we have two grub options now. Tried both, subiquity
started for each of them. For each of the two I opened up a shell and
confirmed the right kernels (5.15 and 5.19).
Waiting for a final check of the Ubuntu Studio images as those are using
the lowlatency kernel which we only recently released.

Title:
Enable the hwe kernel flavor for 22.04.2

Bug description:
[Impact]
As part of 22.04.2, we always enable the hwe kernel for desktop and
server. Desktop switches to hwe by default, but server images need to
offer both. Those require some changes in livecd-rootfs and other
places. This is necessary for 22.04.2.
[Test Case]
Wait for daily builds once the hwe kernel is available, double check that the images build correctly. Boot the desktop image and confirm it's using the hwe kernel. Boot the server image and confirm there's a selection of which kernel to use and both GA and HWE kernels work.
Check flavor desktop images and make sure those also use the HWE kernel.
[Regression Potential]
Any regressions would possibly be around kernel selection for our
images. Maybe checking flavors if they are still using the right ones
would make sense. Most issues would be visible with image build
failures.
