Title:
In Ubuntu 22.04 apt-get may stall

Status in needrestart package in Ubuntu:
  New

Bug description:
Maybe due to new code in apt-get, maybe the one outputting this :

  NEEDRESTART-VER: 3.5
                      NEEDRESTART-KCUR: 5.15.0-40-generic
                                                         NEEDRESTART-KEXP: 5.15.0-40-generic
                                                                                            NEEDRESTART-KSTA: 1

If a terminal is not available, maybe for read ? or maybe for write ?
  It just stall.
