I also experienced this issue when updating this morning.

➜  ~ cat /etc/lsb-release
DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=22.04
DISTRIB_CODENAME=jammy
DISTRIB_DESCRIPTION="Ubuntu 22.04.1 LTS"

I could only get apt up and running again by purging these packages

➜  ~ sudo apt purge unixodbc unixodbc-dev msodbcsql17

I'm not sure if this is a conflict with Microsoft's software repository (which I was using for msodbcsql17), as my packages were being grabbed from there:

Get:2 https://packages.microsoft.com/ubuntu/22.04/prod jammy/main amd64 libodbc1 amd64 2.3.11 [486 kB]
Get:3 https://packages.microsoft.com/ubuntu/22.04/prod jammy/main amd64 odbcinst1debian2 amd64 2.3.11 [99.7 kB]
Get:4 https://packages.microsoft.com/ubuntu/22.04/prod jammy/main amd64 odbcinst amd64 2.3.11 [21.3 kB]
Get:5 https://packages.microsoft.com/ubuntu/22.04/prod jammy/main amd64 unixodbc amd64 2.3.11 [51.5 kB]
Get:6 https://packages.microsoft.com/ubuntu/22.04/prod jammy/main amd64 unixodbc-dev amd64 2.3.11 [42.1 kB]
