I also experienced this issue when updating this morning.
➜ ~ cat /etc/lsb-release
DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=22.04
DISTRIB_CODENAME=jammy
DISTRIB_DESCRIPTION="Ubuntu 22.04.1 LTS"
I could only get apt up and running again by purging these packages
➜ ~ sudo apt purge unixodbc unixodbc-dev msodbcsql17
I'm not sure if this is a conflict with Microsoft's software repository (which I was using for msodbcsql17), as my packages were being grabbed from there:
