[Bug 2007196] [NEW] on update, configure dialog loops endlessly

Public bug reported:

when I ran update today I got a dialog entitled "Configure grub-efi-
amd64-signed" that came up with a list of devices to install grub to. I
selected the only one on the list, my boot drive, where grub should be
and hit next. It gives a new screen with "Continue without installing
GRUB?" which is of course unchecked. I hit next because I don't want to
continue without installing GRUB... it goes back to the first screen. No
options except accepting not installing grub would allow it to exit and
complete the update. The "help" buttons on either step were not much
help.
