There we found it. ldd prints a warning and the initramfs-tools shell
code stumbles upon it:

/usr/lib/x86_64-linux-gnu/plymouth//two-step.so:
/usr/local/lib/x86_64-linux-gnu/libpng16.so.16: no version information
available (required by /lib/x86_64-linux-gnu/libply-splash-
graphics.so.5)

Can you check if that output is printed on stdout or stderr? "env
--unset=LD_PRELOAD ldd /usr/lib/x86_64-linux-gnu/plymouth//two-step.so >
/dev/null"
