This bug was fixed in the package livecd-rootfs - 23.10.26

Bug description:
  An amd64 install of mantic does not get i386 enabled as a foreign-
  architecture in dpkg, but it's supposed to be.  This is the case in
  ubiquity (./d-i/source/apt-setup/generators/01setup).  It looks like
  this regressed with the move to the new installer due to oversight.
