Revert request: to immediately unblock kernel team, removing
12.3.0-1ubuntu1~22.04 from jammy-security, and publishing
12.1.0-2ubuntu1~22.04 in jammy-security would immediately unblock
working on the kernels that need the above feature working correctly at
runtime.
