Certainly a consequence of this change:

livecd-rootfs (23.10.17) mantic; urgency=medium

  * Merge the minimal and standard layers on the Ubuntu Desktop images
    (both daily-live and canary), now that there is no separate minimal
    install target.

Bug description:
  I tried booting today's (August 18) daily mantic ISO from

  https://cdimage.ubuntu.com/daily-live/pending/

  It fails to boot with the error

  (initramfs) File system layers are missing:\n
  '/cdrom/casper/minimal.standard.live.squashfs' doesn't exist.\n
  '/cdrom/casper/minimal.standard.squashfs' doesn't exist.
  '/cdrom/casper/minimal.squashfs' doesn't exist.)

  Workaround
  ----------
  Use the ../current image instead of pending.
