Please note that by default grub doesn't wait at all. Only if os-prober
discovered other OS, a previous boot failed, or you configured it to
wait.

So please check and reported

1. Whether the current boot was recorded successfully by grub-common.service 
2. Whether there are alternative OS in the grub.cfg
3. Any other setting in /etc/default/grub and /etc/default/grub.d that might override this one.

It's also possible that you need to set another setting, please look at
your grub.cfg for guidance.
