well, ubuntu-budgie-desktop doesn't show in the logs as having been
removed by ubiquity.  Because according to the manifest, it was never
installed at all.

Latest livefs build at https://launchpad.net/~ubuntu-
cdimage/+livefs/ubuntu/mantic/ubuntu-budgie-legacy/+build/477058 shows:

The following packages will be REMOVED:
  pipewire-alsa pipewire-audio ubuntu-budgie-desktop
  ubuntu-budgie-desktop-minimal
The following NEW packages will be installed:
[...]
  lvm2 mokutil nautilus-data pulseaudio pulseaudio-utils python3-ibus-1.0
[...]

So this doesn't look like a livecd-rootfs problem but a problem that
something is still trying to pull pulseaudio into ubuntu-budgie-live.

Bug description:
  Ubuntu Budgie's mantic legacy ISO is not installing its default meta
  package ubuntu-budgie-desktop.

  The new ISO with the snap installer is correctly installing its meta
  package.

  This is a regression from lunar - its probably something with the
  recent ubuntu budgie livecd-rootfs changes?
