[Bug 2029429] [NEW] Consider providing .a static library in libp11-kit-dev

Public bug reported:

Other *-dev packages, as far as I can see, typically provide .a static
libraries.

I've been trying to compile qemu statically using a Ubuntu Docker image,
and p11-kit is the one package standing in the way as a .a file is not
available. I likely need to consider a different base distro because of
this missing file.
