Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  For deb822 migration, we should only point to
  /usr/share/keyrings/ubuntu-archive-keyring.gpg in the Signed-By field,
  rather than embedding it. Keyrings for PPAs should still be embedded
  however.
