Examining VarLogDistupgradeMainlog.txt:

This appears to have either been a transient error in the Iranian mirror
or some other error. This is easily resolved by switching to the main
server. Either way, this is not a bug in ubuntu-release-upgrader, but
rather a transient error. You simply need to try again.

  i can't upgrade my ubuntu to 23.04. it returns error before getting
  new packages and says my /etc/apt/source.list file has something
  called 'ubuntu-minimal' and because of it can't continue upgrade.
