Title:
  sudo do-release-upgrade wont launch

Status in ubuntu-release-upgrader package in Ubuntu:
  Expired

Bug description:
  It believes I have ppa packages but I went through the steps to remove
  them and the upgrader still thinks they are there.  Can't the upgrade
  program do this itself or provide an over ride?  I dont know how to
  proceed.   Steps I did:

  There is no built-in option in the do-release-upgrade command to
  ignore Personal Package Archive (PPA) packages during the upgrade
  process. However, there is a workaround that you can use to achieve
  this:

      First, you should disable all PPAs on your system. This can be
  done by editing the configuration files in the
  /etc/apt/sources.list.d/ directory and adding a # at the beginning of
  each line that starts with deb. For example, you can run the following
  command to disable all PPAs on your system:

  
  sudo sed -i 's/^deb/# deb/g' /etc/apt/sources.list.d/*

      Next, update the package list by running the following command:

  
  sudo apt-get update

      Now, run the do-release-upgrade command as usual to start the
  upgrade process
