Bug description:
  When building openjdk-lts a number of hotspot and jdk jtreg tests fail
  with the following error:

  
  ```
  ...
  serviceability/jvmti/GetSystemProperty/JvmtiGetSystemPropertyTest.java                                           Error. Use -nativepath to specify the location of native code

  ```

  See attached native-error-jdk.txt and native-error-hotspot.txt for the
  list of failing tests.
