It sounds like this might be an issue with ubuntu-release-upgrader
rather than systemd. Can you please run apport-collect 2017570 from that
server so that the upgrade logs are attached to this bug?

Bug description:
I used "do-release-upgrade" to upgrade from kinetic to lunar.
After rebooting to get the new kernel running, I was working on a VM
that I have running on that server in libvirtd. Suddenly it stopped
responding. When I looked at the terminal with the ssh connection to
the server, I saw that it had sent itself into suspend. So I looked
up how to disable that, and the advice I found said to mask the
suspend and similar targets.
I did this, and shortly after, went to bed. When I looked again in
the morning, I found that it had tried to suspend again, but since the
target was masked, it didn't actually suspend.
