Bug description:
  Hi,
  Using focal 20.04 live server ISO with subiquity (with auto upgrade active ) to install a server with french locale, french azerty keyboard layout and using encryption (luks) with lvm to format the disk result in a functional installation but at the luks password prompt on boot to unlock the disk, keyboard layout is always 'qwerty" and not 'azerty'

  Same result in a virtual machine (BIOS or UEFI mode on VMware
  workstation 14.x) or with laptop DELL Latitude 74xx (BIOS or UEFI
  mode) with network boot (using iPXE to load focal live server iso)
