This seems to be a woeusb bug rather than grub; however, woeusb is not
in the Ubuntu archive. I would suggest attempting to file a bug with the
source of your package?

  I was trying to install WoeUSB, to create a bootable Windows USB for
  my friend, and whenever I wanted to install its dependencies, it gave
  me this error.
