[Bug 1990163] [NEW] Upgrader could not calculate the upgrade while trying to upgrade from 20.04 to 22.04

Public bug reported:

At first I was getting an error that said it couldn't calculate because
"Unofficial software packages not provided by Ubuntu Please use the tool
'ppa-purge' from the ppa-purge package to remove software from a
Launchpad PPA and try the upgrade again."

Used ppa-purge to purge what I could, then commented out all files from
/etc/apt which contained "sources.list" Now I'm running into this error.
