It looks like you removed all of the entries in your
/etc/apt/sources.list, and this is making it impossible for the upgrade
to be calculated. Please add the following to your
/etc/apt/sources.list:

## EOL upgrade sources.list
# Required
deb http://old-releases.ubuntu.com/ubuntu/ impish main restricted universe multiverse
deb http://old-releases.ubuntu.com/ubuntu/ impish-updates main restricted universe multiverse
deb http://old-releases.ubuntu.com/ubuntu/ impish-security main restricted universe multiverse

# Optional
#deb http://old-releases.ubuntu.com/ubuntu/ impish-backports main restricted universe multiverse

Then run apt update, and try the upgrade again. Please also see
https://help.ubuntu.com/community/EOLUpgrades for more information on
EOL upgrades.

Status in ubuntu-release-upgrader package in Ubuntu:
  Incomplete

Bug description:
  When I run 'sudo do-release-upgrade'
  I get this:

  Could not calculate the upgrade

  An unresolvable problem occurred while calculating the upgrade.

  If none of this applies, then please report this bug using the 
  command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal. If 
  you want to investigate this yourself the log files in 
  '/var/log/dist-upgrade' will contain details about the upgrade. 
  Specifically, look at 'main.log' and 'apt.log'.
