[Bug 1995163] [NEW] nextcloud-desktop segfaults on start with LTO - add to LTO disabled list

Public bug reported:

Since the nextcloud-desktop 3.1.1-1ubuntu1.1 SRU to disable building
with LTO, we have had this delta to Debian to keep nextcloud-desktop
working in Ubuntu.

Instead nextcloud-desktop should be added to the LTO disable list, and
allowed to sync directly.
