Another steps to reproduce:
1) Download archive
2) Unpack
3) Send gif to user\group

  Telegram sometimes start endless use 100% CPU

Status in libvpx package in Ubuntu:

Status in telegram-desktop package in Ubuntu:

Bug description:
  On Ubuntu 22.04 all was fine.

  After upgrade to Ubuntu 22.10 Telegram was also updated. And
  sometimes, randomly, TG starts to use 100% CPU.

  Nothing on logs. But in starce i see a lot of these messages:
  [pid 33581] poll([{fd=7, events=POLLIN}, {fd=8, events=POLLIN}, {fd=9, events=POLLIN}, {fd=14, events=POLLIN}, {fd=19, events=POLLIN}, {fd=51, events=POLLIN}], 6, 8) = 0 (Timeout)

  
  PSA. Thousand messages.

  In normal state, when TG use 0-2% CPU, i see same messages. So, not
  related with bug.

  Please, ask me additional information, i can provide any logs.

  Today this bug occurs two times.
