Cannot upgrade 20.04 -> 20.10 (libc6 won't configure)

Bug description:
It looks like it's trying to configure libnss-nis:amd64 before it's
been installed but the APT::Immediate-Configure flag is not set by the
`do-release-upgrade` script, and then this is preventing libc6:amd64
from being configured.
