In the logs your provided, it seems that the docker and google-chrome
third-party repositories are still enabled. Did you try disabling these
repositories and removing the associated packages before retrying the
upgrade?

You can try the following command:

$ ubuntu-security-status --thirdparty

** Changed in: ubuntu-release-upgrader (Ubuntu)
       Status: New => Incomplete
