I have run into a very similar issue (different line) with the same
package when upgrading from focal to jammy LTS in WSL1:

"Setting up usrmerge (25ubuntu2) ...
Smartmatch is experimental at /usr/lib/usrmerge/convert-usrmerge line 172.

FATAL ERROR:
Can't rename /lib: Permission denied at /usr/lib/usrmerge/convert-usrmerge line 255."

Turning it off (wsl --shutdown) and on again indeed seems to have fixed
the issue for me. After starting up WSL again, I was able to run
/usr/lib/usrmerge/convert-usrmerge successfully.
